Introduction: Mental health topics and programs have been gradually written and integrated in the primary care system since the last three decades. Accordingly, it needs to be updated and rewritten. The purpose of the current research is to identify “issues” and “topics” that require intervention in the primary health care system[PHC], which will be the basis for preparing programs and a new system for providing PHC mental health services.
Methods: The method of conducting this research was qualitative and using the Delphi method, which is a type of systematic collection and organization of information provided by a group of selected experts. 12 psycho-social health specialists, including psychologists, general practitioners, social medicine specialists, and psychiatric specialists, extracted a system of issues and topics during the focus sessions.
Results: The findings indicate the existence of 60 important issues in the form of 11 issues and 38 strategies. 11 topics include: suicide, mental disorders, Islamic lifestyle against the challenge of western lifestyle, lack of reason and thinking, psychological identification, increasing motivation and hope, cohesive, healthy and transcendent family, emotional regulation skills, facilitating the stages of growth and development, style Dealing with psychological pressures, facing natural and unnatural disasters and accidents.
Conclusion: These findings are consistent with many international researches and guidelines of the World Health Organization, and in several chapters, local and new issues are included in it, which can be recommended to international institutions.
