Introduction: The access approach to primary health care ensures universal health coverage. Considering its importance and to compensate for the effects of the Covid-19 pandemic, a series of measures were taken in Chaharmahal and Bakhtiari provinces to increase utilization and achieve universal health coverage.
Methods: This study reports on the actions of the health system in Chaharmahal and Bakhtiari province in the southwest of Iran from 2022 to 2024. With operational planning and the design of the province’s health atlas, the creation of an integrated web-based admission system called "Rahavard," the pooling of funds, electronic referrals, and links to level one and two systems, interventions were designed and implemented. 170 health indicators were calculated, ranked, and illustrated in a matrix for all service delivery units.
Results: The annual increase in the provision of primary health care, medical, dental, and laboratory services by more than 35% compared to previous levels, the implementation of a referral system and electronic prescribing, a 1% increase in births compared to the previous year, a significant rise in the percentage of optimal and controlled blood sugar and blood pressure, and an increase in cardiovascular risk assessment and care to above 95% were among the most important findings.
Conclusion: The health atlas of the province helps to accurately determine the current situation, design interventions, measure the progress of indicators, and achieve equity in health while benefiting from services in line with universal health coverage.
