Introduction: The realization of ideals and good governance is possible in a safe and healthy environment and with competent people. The present article aims to present a policy model for developing the competence of managers of public hospitals with the approach of general health system policies.
Methods: The research method is mixed and developmental in terms of purpose, which is thematic in the qualitative part and correlation in the quantitative part. The statistical population is managers of public hospitals in Tehran province. The sample in the qualitative part reached theoretical saturation with 16 people using the semi-structured interview method, and in the quantitative part, 415 people were obtained using the Hooman rule. The validity of the questionnaire was confirmed through the content validity index and its reliability with Cronbach's alpha of 0.941, and confirmatory factor analysis and structural equations were performed using the IMOS software version 23.
Results: A total of 18 competency development factors were identified in 75 components and 671 dimensions, which were classified by implementing the Strauss-Corbin model: causal conditions; leadership, doctors and staff, intervening conditions; economy, technology, research and education, contextual conditions; missions, organizational context, creativity, services and structure, strategies; human resource management, public relations and religion and consequences; specialization, knowledge-based economy, internationalization. Human resource management r=0.961, specialization r=0.942, and similarly; knowledge-based economy r=0.910 and the correlation of the remaining factors were ranked next. CMIN/DF=0.526,(p<0.001).
Conclusion: According to the research findings, a capable and competent manager will be born when the necessary attention is paid to the desired standards of competency development.
