fa تبیین فرآیند تعرفه‌گذاری خدمات دندانپزشکی در جمهوری اسلامی ایران Explain the Tarif f-Setting Process of Dental Services in Islamic Republic of Iran عمومى General پژوهشی Original <div style="text-align: center;">تاریخ دریافت: 1399/12/08   تاریخ پذیرش: 1399/12/28</div> <div style="text-align: center;"></div> مقدمه: پوشش بیمه‌ای خدمات دندانپزشکی از طریق کاهش هزینه‌ها و افزایش قدرت خرید مردم، افراد را به سمت استفاده بیشتر از این خدمات نسبت به افراد فاقد پوشش بیمه‌ای سوق می‌دهد. یکی از الزامات پوشش بیمه‌ای خدمات دندانپزشکی، تعیین تعرفه این خدمات است. این مطالعه با هدف تبیین فرآیند تعرفه‌گذاری خدمات دندانپزشکی در جمهوری اسلامی ایران در سال 1398 به انجام رسید. روش کار: برای تعیین تعرفه خدمات دندانپزشکی مراحل مختلفی انجام شد: شناسایی فهرست خدمات، تعیین جزء حرفه‌ای، جزء فنی و جزء مواد و لوازم مصرفی. داده‌های مورد نیاز از طریق برگزاری 10 جلسه با حضور اعضای شورایعالی بیمه سلامت کشور (معاونت درمان وزارت بهداشت، درمان و آموزش پزشکی، سازمان نظام پزشکی، سازمان‌های بیمه‌گر پایه و تکمیلی)، دو جلسه با انجمن‌های علمی تخصصی دندانپزشکی، گزارش‌های مرکز آمار ایران و بررسی هزینه‌های واقعی کلینیک‌های دندانپزشکی سراسر کشور جمع‌آوری شد. یافته‌ها: جزء حرفه‌ای به روش هزینه زندگی و از طریق محاسبه تعداد واحد ارزش نسبی قابل ارائه در طول یک سال و سپس درآمد سالانه مورد انتظار یک دندانپزشک عمومی به دست آمد. جزء فنی از طریق تعیین هزینه‌های تمام شده سالانه کلینیک‌های دندانپزشکی و جزء مواد و لوازم مصرفی به روش قیمت تمام شده براساس عملکرد واقعی کلینیک‌های دندانپزشکی سراسر کشور محاسبه شد. یافته‌های به دست آمده برای هر یک از مراحل انجام پژوهش در جلسات مختلفی در دبیرخانه شورایعالی بیمه سلامت کشور مطرح شد و پس از بررسی نهایی به تأیید رسید. نتیجه‌گیری: تعرفه‌گذاری خدمات دندانپزشکی مزایای مختلفی از قبیل هدفمند کردن فرآیند پوشش بیمه‌ای این خدمات، تسهیل فرآیند نظارت بر تعرفه‌ها، مدیریت هزینه توسط مراکز ارائه‌دهنده، تسهیل فرآیند به‌روزرسانی تعرفه خدمات موجود و تسهیل فرآیند تعرفه‌دار کردن خدمات جدید دارد. Introduction: Insurance coverage of dental services through reducing costs and increasing the purchasing power of people, leads insured people to use more of these services than people without insurance coverage. One of the requirements of dental services insurance coverage is to determine the tariff of these services. The aim of this study was to explain the tariff-setting process of dental services in Islamic Republic of Iran in 2020. Methods: Various steps were taken to determine the tariff for dental services: identifying the list of services, determining the professional component, the technical component and the consumables and materials component. The required data were collected through ten meetings with the members of the Supreme Council of Health Insurance (Deputy of Treatment, Medical Council of the Iran, and Basic and Complementary Insurance Organizations), two meetings with specialized dental associations, reports of the Statistics Center of Iran and a review of the actual costs of dental clinics across the country. Results: The professional component was obtained by the cost of living method and by calculating the number of units of relative value that can be provided during a year and then the expected annual income of a general dentist. The technical component was calculated by determining the annual costs of dental clinics and the consumables and materials component by the costing method based on the actual performance of dental clinics across the country. The obtained results for each stage were presented in various meetings in the Secretariat of the Supreme Council of Health Insurance and were confirmed after the final review. Conclusion: Tariff-setting of dental services has various advantages such as targeting the insurance coverage process of these services, facilitating the process of monitoring tariffs, cost management by provider centers, facilitating the process of updating the tariff of existing services and facilitating the process of tariff-setting of new services. <div style="text-align: justify;"> Please cite this article as follows: Hamouzadeh P, Razavi SS, Yousefvand M, Manavi S, Sadeghi Gh.
