fa ارزیابی میزان اجرای مواد قانونی مرتبط با حوزه سلامت در برنامه ششم توسعه Evaluation of Implementation Laws Related to the Health Sector in the sixth Development Plan عمومى General پژوهشی Original <div>مقدمه: پژوهش حاضر به ارزیابی میزان اجرای مواد قانونی مرتبط با حوزه سلامت در برنامه ششم توسعه پرداخت. روش کار: پژوهش ترکیبی متوالی در سال ۱۴۰۰ انجام شد. مرحله اول با هدف شناسایی اقدامات در 3 گام بررسی اسناد، فرم گردآوری داده و پالایش داده‌ها با رویکرد تحلیل محتوای قراردادی انجام شد. مرحله دوم در 3 گام احصای شاخص‌ها ازطریق بررسی اسناد و فرم گردآوری داده، اولویت‌بندی از طریق پرسشنامه محقق‌ساخته و درنهایت توافق جمعی و وزن‌دهی با نشست خبرگان از طریق چارچوب بحث انجام شد. در مرحله سوم، پرسشنامه مرحله قبل توسط 3 گروه دستگاه، خبرگان بیرونی و خبرگان ناظر تکمیل شد. یافته‌ها: برای ارزیابی مواد قانونی، 122 شاخص به تفکیک بندها استفاده شد. میانگین میزان پیشرفت احکام از نظر خبرگان ناظر 49درصد، خبرگان بیرونی 43درصد و نظر دستگاه با تفاوت زیاد 87درصد بود. 3 گروه ارزیاب درخصوص 35درصد بندها توافق داشتند. درخصوص موارد مورد اختلاف، حدود 60درصد از 29 بند نظر خبرگان ناظر و خبرگان بیرونی مشابه و غالبا دستگاه به خود امتیاز بسیار بیشتری داده است. تمرکز خبرگان بیرونی بیشتر روی شاخص‌های نتیجه‌ای و پیامدی بود. حدود 43درصد شاخص‌ها، جزو شاخص‌های سند پشتیبان یا شاخص‌های کمی دارای مستندات بودند. نتیجه‌گیری: بررسی و ارزیابی پیشرفت برنامه‌‌های توسعه با عنایت به کلیات و جزئیات، می‌تواند شامل شاخص‌های بسیار جزئی تا کلان باشد که در مطالعه حاضر مورد توجه قرار گرفت. استفاده از 3 گروه ارزیاب، استفاده از منابع مختلف برای احصای شاخص‌ها، تکیه بر مستندات رسمی ازجمله سند پشتیبان و دستگاه‌های ناظر و نیز ارائه میزان پیشرفت اجرای برنامه به تفکیک بندهای مواد قانونی از نقاط قوت دیگر این پژوهش است. </div> Introduction: the present study evaluated the implementation of legal materials related to health in the Sixth Development Plan. Method: The present study was a triangulation combined study in 2022. The first stage was carried out with the aim of identifying the measures including documentary analysis, using the data collection form, and the data collected by the research team were refined separately and using contract content analysis. In the second stage, the evaluation indicators including the review of documents and the data collection form, the calculated indicators were sent in the form of a researcher-made questionnaire, and using experts meeting through the discussion framework. The third stage was conducted with using questionnaire approved and completed by three groups including the apparatus and its affiliated units, foreign experts and supervising experts. Results: Based on the findings, 122 indicators were used separately for legal clauses. The highest distribution of foreign experts’ scores was in percentages of less than 25 and 26 to 50, and this distribution was largely similar for observer experts. On average, the rate of progress of the verdicts was 49%, foreign experts 43% and the opinion of the apparatus with a large difference of 87%. About 60% of the opinion of the supervising experts and evaluators were similar. The focus of foreign experts has been more on outcome indicators. About 43% of the 122 indicators were part of the support document or quantitative indicators with the documents provided by the executive body. Conclusion: Reviewing and evaluating the progress of development plans, depending on their generalities and details, can include very small to large indicators. Also, the use of three groups of evaluators, the use of different sources to enumerate the indicators, relying on official documents such as supporting documents and monitoring devices, as well as presenting the progress of program implementation separately for each of the legal materials are other strengths of this research. ارزشیابی, ارزیابی عملکرد, برنامه توسعه, بخش سلامت, برنامه ششم توسعه.
