fa عدالت در توزیع جغرافیایی تخت‌های بیمارستانی استان سمنان Equity in Distribution of Hospital Beds in Semnan Province عمومى General پژوهشی Original مقدمه: عدالت سلامت به‌معنای دسترسی مردم به خدمات سلامت و استفاده از آن بر اساس نیاز، پرداخت هزینه‌های سلامت بر اساس توان مالی و برخورداری از سطح سلامتی قابل قبول است. توزیع عادلانه تخت‌های بیمارستانی منجر به افزایش دسترسی به خدمات سلامت و ارتقای سلامتی مردم می‌شود. این پژوهش با هدف سنجش عدالت در توزیع جغرافیایی تخت‌های بیمارستانی استان سمنان انجام شد. روش کار: از داده‌های وزارت بهداشت و مرکز آمار ایران برای انجام این پژوهش توصیفی و مقطعی استفاده شد. جامعه پژوهش بیمارستان‌های استان سمنان در سال 1395 است. میزان عدالت در توزیع تخت‌های بیمارستانی با استفاده از منحنی لورنز و ضریب جینی تعیین و محاسبه شد. از نرم افزار اکسل برای تحلیل داده‌ها استفاده شد. یافته‌ها: جمعیت استان سمنان در سال 1395 برابر با 702,360  نفر بود. تعداد 11 بیمارستان با  1,485 تخت فعال در این سال در استان سمنان وجود داشت. تعداد 6/1 بیمارستان به ازای هر صد هزار نفر جمعیت و 1/2 تخت فعال بیمارستانی به ازای هر هزار نفر جمعیت در استان وجود داشت. شهرستان‌های شاهرود، سمنان و دامغان بیشترین تخت بیمارستانی به‌ازای جمعیت را داشتند. ضریب جی نی توزیع تخت‌های بیمارستانی در شهرستان‌های استان 28/0 بود. نتیجه‌گیری: توزیع تخت‌های بیمارستانی در استان سمنان با استفاده از شاخص جینی عادلانه بوده است. تخصیص عادلانه منابع سلامت در شهرهای کم برخوردار استان برای دستیابی به هدف عدالت در سلامت ضروری است. سیاستگذاران و مدیران ارشد نظام سلامت باید اقداماتی برای بهبود عدالت در دسترسی مردم جامعه به تخت‌های بیمارستانی بکار گیرند.  Introduction: Health equity means having fair access to needed healthcare services, paying healthcare costs according to payment capacity, and enjoying the highest achievable standard of health. Equitable distribution of hospital beds increases people’s access to health services, which in turn improves their health status. This study aimed to examine the equity in the distribution of hospital beds in Semnan Province, Iran. Methods: Data for  this descriptive and cross-sectional study were obtained from the Ministry of Health and the Iranian Statistics Center. The study population consisted  of  all  Semnan  Province hospitals in 2016. The equity in the distribution of hospital beds was evaluated using the Lorenz curve and the Gini coefﬁcient. Excel software was used for data analysis. Results: The population of Semnan province was 702,360 in 2016. There were 11 hospitals with 1,485 beds in this province in 2016. There were 1.6 hospitals per 100,000 population and 2.1 hospital beds per 1000 population in the Province. Shahroud, Semnan, and Damghan cities have had the highest hospital beds per 1000 population. About 36% of hospitals and 51% of hospital beds were in the city of Shahroud. The Gini coefﬁcient for hospital bed distribution in the Semnan province was 0.28. Conclusion: The distribution of hospital beds in Semnan Province was fair. Equitable allocation of hospital beds, particularly in less developed cities, is necessary for achieving fairness in population health.
