fa میزان اجرا و پیاده سازی مواد قانونی بخش سلامت در برنامه ی پنج ساله ی پنجم کشور عمومى General پژوهشی Original <span style="color:#0000FF;"><strong><span style="font-family:b roya;"><span style="font-size:12.0pt;">مقدمه:</span></span></strong></span><strong><span style="color:black;"><span style="font-family:b lotus;"> <em>برنامه‌های توسعه‌، اهداف و وظایف هر یک از بخش‌های جامعه را در هر حوزه تعیین می‌کنند؛ هر سازمان دولتی رسیدن به بخشی از این اهداف را به‌عهده دارد. انتظار می‌رود با استفاده از ارزش‌یابی برنامه، متولیان اجرایی از علل عدم‌پیشرفت برنامه آگاه شده، در رفع آن برای دوره‌های بعدی بکوشند.</em></span></span></strong><br> <span style="color:#0000FF;"><strong><em><span style="font-family:b roya;"><span style="font-size:12.0pt;">روش کار:</span></span></em></strong></span><strong><em><span style="color:black;"><span style="font-family:b lotus;"> این مطالعه بر اساس الگوی ارزش‌یابی مشارکتی برنامه‌ها و سیاست‌ها انجام شد. مطالعه در دو قسمت بررسی اسناد، مستندات و مطالعات و دیدگاه صاحب‌نظران انجام شد. روش جمع‌آوری داده‌ها 14 مصاحبه‌ی بین فردی، 6 جلسه‌ی بحث گروهی متمرکز (8-16 نفره) و مرور مستندات مکتوب و اینترنتی بود که با روش تحلیل محتوا آنالیز گردید.</span></span></em></strong><br> <span style="color:#0000FF;"><strong><span style="font-family:b roya;"><span style="font-size:12.0pt;">یافته‌ها:</span></span></strong></span><strong><span style="color:black;"><span style="font-family:b lotus;"> <em>از میان 25 ماده‌ی قانونی بررسی‌شده در برنامه‌ی پنجم توسعه، فقط سه بند قانونی شامل تدوین سبد مطلوب غذایی برای جامعه ایرانی موضوع بند د ماده‌ی 34، توسعه‌ی طب سنتی موضوع بند ه ماده‌ی 34، تمرکز سیاست‌گذاری، برنامه‌‌ریزی و نظارت بخش سلامت در وزارت بهداشت موضوع بند ب ماده‌ی 36 به طور کامل اجرایی شده‌ و اکثر بندهای قانون، در مرحله‌ی اول تدوین مستندات جهت تبدیل قانون به اجرا متوقف مانده‌اند. میانگین نمره‌ی میزان پیش‌رفت برنامه پنجم توسعه با رویکرد وزن متفاوت مراحل و وزن متفاوت قوانین تقریبا 38% محاسبه گردید.</em></span></span></strong><br> <span style="color:#0000FF;"><strong><span style="font-family:b roya;"><span style="font-size:12.0pt;">نتیجه‌گیری: </span></span></strong></span><strong><em><span style="color:black;"><span style="font-family:b lotus;">با توجه به میزان پایین اجرایی شدن بخش سلامت برنامه‌ی پنجم توسعه، بررسی دلایل عدم اجرایی شدن قوانین سلامت در کشور و لزوم نظارت دوره‌ای بیشتر بر دستگاه‌های اجرایی جهت رصد میزان اجرای قوانین سلامت پیشنهاد می‌گردد.</span></span></em></strong> <span style="color:#0000FF;"><strong>Evaluation of Implementation Laws for the Health Sector in the Fifth Development Plan </strong></span><br> <br> Behzad Damari ¹, Alireza Heidari ^{2,&nbsp; *}, Behzad Adhami ³, Abbas Vosoogh Moghaddam⁴<br> <em>¹</em><em>Governance and Health Department, Neuroscience Institute, Tehran University of<br> Medical Sciences, Tehran, Iran</em><br> <em>²</em><em>Health Management and Social Development Research Center, Golestan University of </em><br> <em>Medical Sciences, Gorgan, Iran</em><br> <em>³</em><em>Islamic Consultative Assembly, Tehran, Iran</em><br> <em>⁴</em><em>Secretariat of the High Council for Health and Food Security, Ministry of<br> Health, Tehran, Iran</em><br> <span style="color:#0000FF;"><strong>Abstract</strong></span><br> <strong>Background: </strong>Development plans define the goals and responsibilities of each sector of society in each area, and each governmental organization is achieving some of these goals. It is expected that, through appraisal of the program, executive managers across the country will be aware of the challenges of law enforcement and will be resolved for future periods.<br> <strong>Methods: </strong>This study was conducted based on the participatory evaluation model of programs and policies. The study was conducted in two parts: document analysis and views of experts. The data collection method was in-depth interviews, focused group discussions, and review of written and online documents that were analyzed by content analysis method.<br> <strong>Results:</strong> Out of the 25 laws reviewed in the Fifth Development Plan, only three articles of law included the development of a desirable food basket for the Iranian community under article 34. The development of traditional medicine, article 34, the focus of policy, planning, and oversight health in the Ministry of Health has been fully implemented under article 36. Most of the provisions of the law have stopped at the first stage of drafting documents for the conversion of the law into force. The average progress score of the Fifth Development Plan with a different weight approach and different weight stages of the rules was calculated to be approximately 38%.<br> <strong>Conclusions:</strong> Considering the low level of implementation of the Fifth Development Plan, consideration of the reasons for the non-implementation of health laws in the country and the need for more periodic monitoring of the implementation of devices to monitor the components of health laws is suggested.<br> <strong>Keywords:</strong> Evaluation, Implementation, Legal Articles, Health Sector, Fifth Development Plan <table border="0" cellpadding="0" cellspacing="0"> <tbody> <tr> <td style="width:720px;height:69px;"><span style="color:#0000FF;"><strong>Please cite this article as follows:</strong></span><br> Damari B, Heidari A, Adhami B, Vosoogh Moghaddam A.
