fa مروری بر سیاست‌های دارویی اتخاذ شده در کشورهای متأثر از تحریم و بحران‌های اقتصادی عمومى General مروری Review <p dir="RTL" style="font-style: normal; text-align: center;"><strong>دریافت: 12/10/94&nbsp;&nbsp; پذیرش: 30/1/95</strong></p> <p dir="RTL" style="font-style: normal; text-align: justify;"><span style="color:#FF0000;"><strong>چکیده</strong></span></p> <p dir="RTL" style="font-style: normal; text-align: justify;">نظام سلامت در هر کشور مسئول تضمین سلامت جامعه بوده، و در این راستا یکی از مهم‌ترین وظایف آن اتخاذ و اجرای تصمیم‌های درست در زمان مناسب است. عوامل متعددی بر بخش سلامت و دستیابی به اهداف آن تأثیرگذار هستند. تحریم و بحران‌های اقتصادی با تحت تأثیر قرار دادن وضعیت اقتصادی کشورهای هدف، می‌توانند بر سیستم سلامت آن‌ها تأثیر بگذارند. در مطالعه‌ی حاضر مروری بر سیاست‌های اتخاذ شده در کشورهای مختلف برای کاهش تأثیرات منفی بحران اقتصادی بر دسترسی به دارو پرداخته‌ شده است. جستجوی جامعی در <span dir="LTR">Google scholar</span> و <span dir="LTR">PubMed</span> انجام شد. سیاست‌های جمع‌آوری شده بر اساس چارچوب دسترسی به داروی معرفی شده توسط سازمان بهداشت جهانی، طبقه‌بندی شدند. در مجموع 89 سیاست در 11 کشور استخراج شد که در 12 گروه کلی تقسیم‌بندی شدند. اغلب کشورها سیاست‌های مشابهی اتخاذ کرده بودند که بیشتر آن‌ها بر جنبه‌های مالی بخش دارو تمرکز داشتند. تنها کشوری که تمام عناصر دسترسی به دارو از دیدگاه سازمان بهداشت جهانی را پوشش داده بود، ایتالیا بود. نتایج نشان داد که بیشتر مطالعات انجام شده تنها به تشریح سیاست‌های اتخاذی پرداخته‌اند، و مطالعات کمتری &nbsp;به ارزیابی اثر بخشی این سیاست‌ها بر دسترسی به داروها پرداخته‌اند.</p> <p dir="RTL" style="font-style: normal; text-align: justify;"></p> <p dir="RTL" style="font-style: normal; text-align: justify;"><span style="color:#0000FF;"><strong>گل‌‌واژگان: </strong></span>تحریم اقتصادی، بحران اقتصادی، سیاست های دارویی، دسترسی به دارو</p> <p align="center" dir="LTR"><strong>A Review of Pharmaceutical Policies Adopted by Countries in Economic Sanctions or Crisis </strong></p> <p align="center" dir="LTR"></p> <p dir="LTR">Kheirandish M¹ (MD, PhD), Rashidian A²<a href="#_ftn1" name="_ftnref1" title="">*</a> (MD, PhD)</p> <p dir="LTR"></p> <p align="center" dir="LTR">¹<em> Department</em> <em>of Pharmacoecomics and Pharmaceutical management, School of Pharmacy, </em></p> <p align="center" dir="LTR"><em>Tehran University of Medical Sciences, Tehran, Iran.</em></p> <p align="center" dir="LTR">² <em>Department of Health Management and Economics, School of Public Health, </em></p> <p align="center" dir="LTR"><em>Tehran University of Medical Sciences, Tehran, Iran.</em></p> <p align="center" dir="LTR"></p> <p align="center" dir="LTR"><strong>Original Article</strong></p> <p align="center" dir="LTR"><strong>Received: 2 Jan 2016, Accepted: 18 Apr 2016</strong></p> <p dir="LTR"></p> <p dir="LTR"></p> <p dir="LTR"><strong>Abstract</strong></p> <p dir="LTR"></p> <p dir="LTR">Health care system is responsible to provide community health in each country, and one of its main roles is developing and performing the right policies at the right time. Health care system and achieving its goals can be influenced by various factors. Economic sanction and crisis could influence the health care system by affecting economic status of the target countries. In this paper the pharmaceutical policies which applied by countries to reduce the negative impacts of economic crisis on access to medicine. The electronic databases Google scholar and PubMed were searched. The policies were categorized based on WHO framework for access to medicine. Totally 89 policies among 11 countries were extracted which stratified in 12 categories. Most of the countries had adopted similar policies focusing on financial aspects of the medicine sector. Only Italy had covered all dimensions of WHO framework to access medicine.
