fa نظریه‌ها و الگوهای سیاست‌گذاری برای تحلیل سیاست‌های نظام سلامت مروری Review <div dir="RTL"> <p dir="RTL" style="text-align: center"><span style="color:#FF0000"><strong>دریافت: 18/9/93   پذیرش: 23/12/93</strong></span></p> <p dir="RTL" style="text-align: justify"></p> <p dir="RTL" style="text-align: justify"><strong><span style="color:#0000FF">مقدمه:</span> شناخت الگوها و نظریه‌های سیاست‌گذاری در تحلیل درست سیاست‌ها و درک صحیح روابط میان عوامل تأثیرگذار بر پیامدهای سیاستی مهم می‌باشد. در نظام سلامت نیز به دلیل ماهیت خاص تصمیم‌گیری در این نظام و تأثیرات آن بر سلامت عمومی این اهمیت دو چندان می‌گردد. این مطالعه به شرح مهم‌ترین نظریه‌ها و الگوهای سیاست‌گذاری می‌پردازد.</strong></p> <p dir="RTL" style="text-align: justify"><strong><span style="color:#0000FF">روش کـار:</span> در این مطالعه مروری، ابتدا تقسیم‌بندی‌های مختلف از الگوهای تحلیلی ارایه شده است و سپس الگوها و نظریه‌های سیاست‌گذاری که در بخش عمومی به طور مکرر و در بخش سلامت نیز به طور بالقوه می‌تواند مورد استفاده قرار گیرد، شرح داده ‌شده است. تحلیل‌ها و نقدهای نویسندگان مقاله نیز در خصوص هر یک از الگوها و نظریه‌های ارایه شده وارد گردید.</strong></p> <p dir="RTL" style="text-align: justify"><strong><span style="color:#0000FF">یافته‌ها: </span>طبقه‌بندی‌های مختلفی برای الگوها و نظریه‌های تحلیلی صورت گرفته است. طبقه‌بندی بر اساس محتوا، نقش‌آفرینان، فرایند و زمینه گزینه‌های سیاستی از رایج‌ترین شیوه‌های طبقه‌بندی الگوهای تحلیلی در حوزه سلامت می‌باشد. الگوی خردگرایی جامع، رضایت‌بخش، تدریجی، ترکیبی، و جریان‌ها و سطل زباله برای تحلیل محتوای سیاست؛ و الگوی نخبگان، مالک-</strong><strong>کارگزار، گروه، شبکه‌ای، نظام‌ها، و تعامل اجتماعی برای تحلیل نقش‌آفرینان سیاست و مراحل سیاست‌گذاری الگوی فرایند ارایه گردید.</strong></p> <p dir="RTL" style="text-align: justify"><strong><span style="color:#0000FF">نتیجه‌گیری: </span>شناخت اجزای یک سیاست شامل محتوا، زمینه، نقش‌آفرینان و فرایند سیاست‌گذاری و الگوها و نظریه‌های تحلیلی مرتبط با هر جزء، باعث درک بهتر آن سیاست و پیامدهای احتمالی آن می‌گردد. مرز مشخصی در قرار دادن هر یک از الگوهای تحلیلی در طبقات ذکر شده وجود ندارد. هیچ یک از الگوها و نظریه‌های شرح داده شده، الگویی جامع و کامل برای تحلیل اجزای مختلف یک سیاست نبوده و ارزش ذاتی هر الگو یا نظریه در چگونگی تسهیل مسیر برای رویارویی با مشکل موردنظر و اتخاذ تصمیم کارآمد می‌باشد.</strong></p> <p dir="RTL" style="text-align: justify"></p> <p dir="RTL" style="text-align: justify"></p> </div> <p style="text-align: justify"></p> <p align="center" dir="LTR"></p> <p align="center" dir="LTR"></p> <p dir="LTR"><strong>Doshmangir L^1,2,3<a href="#_ftn1" name="_ftnref1" title="">*</a> (PhD), Ravaghi H⁴ (PhD)</strong></p> <p dir="LTR"></p> <p align="center" dir="LTR">¹<em>Department of Health Services Management, School of Management and Medical Informatics, </em></p> <p align="center" dir="LTR"><em>Tabriz University of Medical Sciences, Tabriz, Iran</em></p> <p align="center" dir="LTR">²<em>Iranian Center of Exellence in Health Management, School of Management and Medical Informatics,  Tabriz University of Medical Sciences, Tabriz, Iran</em></p> <p align="center" dir="LTR">³<em>Tabriz Health Services Management Research Center, Tabriz University of Medical Sciences, Tabriz, Iran</em></p> <p align="center" dir="LTR">⁴<em>Department of Health Services Management, School of Health Management and Medical Sciences, </em></p> <p align="center" dir="LTR"><em>Iran University of Medical Sciences, Tehran, Iran</em></p> <p align="center" dir="LTR"></p> <p align="center" dir="LTR"><strong>Original Article</strong></p> <p align="center" dir="LTR"><strong>Received: 9 Dec 2014, Accepted: 14 Mar 2015</strong></p> <p dir="LTR"></p> <p dir="LTR"></p> <p dir="LTR"><strong>Abstract</strong></p> <p dir="LTR"></p> <p dir="LTR"><strong>Introduction:</strong> Making sound decisions requires awareness of the mechanisms which lead to the most effective policy process. Understanding policymaking models and theories helps better policy analysis and comprehensive <a name="_GoBack"></a>understanding of relationships and influential factors on policy outcomes. Theories and models are especially important in health system context due to its unique nature and effect on public health. This study aimed to review the most important and practical models and theories of policymaking for doing comprehensive policy analysis.</p> <p dir="LTR"><strong>Methods: </strong>In this review article, various categorizations of analytical models were mentioned. The models and theories of policymaking used in public and health sectors were explained. Related local and global websites were searched through the selected keywords. Authors’ analysis and critiques to the models and theories were included.</p> <p dir="LTR"><strong>Results: </strong>Various categorizations have been done for the models and theories of policymaking. Categorizations based on the content, actors, processes and context of policy options were more popular. The comprehensive rational model, bounded rationalism, increamental, mixed-scanning model, garbage can model and streams model were often used for policy content analysis. The elite-mass model, principal-agent theory, group, network, advocacy coalition framework, systems, social interaction for policy actors and stakeholders analysis, and phases model were used to analyze functional policy stages or phases.</p> <p dir="LTR"><strong>Conclusion: </strong>Understanding components of the policy including content, context, process and actors/stakeholders, and related analytical models and theories, increases understanding of a policy and its outcomes. There is no definite boundary in placing analytical models in mentioned categorization.  None of the models and theories is comprehensive for policy analysis.
